Heavier clutch shoes will engage faster and give stronger hook up. The grub screws allow you to adjust this.
We recommend starting out with no weights in the shoes, this will work for most common set ups, and will engage much like a stock shoe set up. If you want to experiment, and you will, start with a small weight in the inner most hole, closest to the shaft, and test it out, repeat this until you get your desired clutch engagement.
